      Six months after the Chief Executive's first visit to the Middle East, Asia's first exchange-traded fund (ETF) investing in Saudi Arabian stocks, the CSOP Saudi Arabia ETF, was listed in November 2023 in Hong Kong. In October last year, two ETFs tracking Hong Kong stocks - Albilad CSOP MSCI Hong Kong China Equity ETF and Hang Seng Hong Kong ETF - were listed on the Saudi Exchange, bringing Middle East capital to Hong Kong stocks. Hong Kong has become a platform for international capital pooling by bringing together capital invested in the Middle East or emerging markets.

      Hong Kong is striving to tap into the markets of countries along the Belt and Road Initiative, particularly in the Middle East. The Chief Executive, Mr. Lee Ka-chiu's first visit to the Middle Eastern countries in 2023 established Hong Kong's ties with the Middle East. The Belt and Road Office has also been actively exploring development networks in the region, playing the role of a “super-connector” to bring Hong Kong and mainland enterprises to go global, and to bring representative projects from the Middle East to Hong Kong. Mr. Nicolas Ho, Commissioner for Belt and Road, emphasised that the Middle East is a market with great potential for Hong Kong and mainland enterprises to develop.

      This episode interviews the Chief Executive of the Hong Kong Monetary Authority (HKMA), Mr Eddie Yue Wai-man, about the HKMA's financial co-operation with GCC member states, including how Hong Kong and Saudi Arabia are helping Hong Kong and Greater Bay Area enterprises to capitalise on the opportunities presented by “Saudi Vision 2030” through the establishment of a US$1 billion investment fund.

      Following the Chief Executive's delegation visit to the Middle East in 2023, the Department of Justice has been actively deepening its legal co-operation with the Middle East. In particular, Hong Kong and Saudi Arabia signed a Memorandum of Understanding of Cooperation on dispute avoidance and resolution last year to strengthen the relationship in the legal and dispute resolution professions. Mr. Cheung Kwok-kwan, the Deputy Secretary for Justice, participated in a number of activities, including leading a delegation to Saudi Arabia last year to meet with the senior management of the Ministry of Justice of Saudi Arabia, and attending special events organised by the Hong Kong International Arbitration Centre. These efforts aimed to position Hong Kong as a premier 'Belt and Road' dispute resolution hub. In this episode, we will interview Mr. Cheung Kwok-kwan, the Deputy Secretary for Justice, to explore the outcomes of the co-operation and understand how Hong Kong, as an international legal services centre, promotes legal and arbitration services to the Middle East countries.

      In recent years, Hong Kong has been actively expanding its financial co-operation with the Middle East. Mr Christopher Hui, the Secretary for Financial Services and the Treasury, has made a number of visits to the Middle East. The collaboration includes the Chief Executive's visit to the Middle East in 2023, the signing of the Memorandum of Understanding on financial co-operation between Hong Kong and Dubai, the participation in the dialogue of the Middle East policy in the “Belt and Road Forum”, and the delivery of a keynote address at the Gulf Cooperation Council Chapter of Asian Financial Forum. Through an interview with Mr Christopher Hui, the Secretary for Financial Services and the Treasury, this episode reviews the outcomes of these activities and delves into how both sides can deepen the co-operation, especially in the areas of finance, technology and infrastructure, and how we can “attract capital, technology and talents” by playing a good role as a bridge, and consolidate Hong Kong's position as an international financial centre.
